Kaitsepolitseiamet tuvastas Eesti-Rootsi sidekaablilt inimtekkelisi jälgi, mille asjaolusid kontrollitakse edasi samas kriminaalasjas, milles uuritakse Eesti-Soome sidekaabli kahjustust. Samuti on Riigiprokuratuur saanud valmis õigusabitaotluse Hiina Rahvavabariigile.
Riigiprokurör Triinu Olevi sõnul oli nüüd võimalik lähemalt uurida ka Eesti-Rootsi sidekaablit, millelt tuvastati inimtekkelisi kahjustusi. „Eesti-Rootsi sidekaabli puhul oli teada, et selle läheduses olid merepõhjas inimese tekitatud jäljed ja kaabli läbilaskevõime oli mõnda aega häiritud. Kuna sideoperaator taastas juhtumi järel kaabli läbilaskevõime, siis ei saanud kaabel olla katki. Sidekaabli põhjalikuks uurimiseks, et selgitada välja, kas kaablil on inimese tekitatud kahjustusi või sellele viitavaid jälgi, tuli meil oodata ilma, mis võimaldaks merel uurimistoiminguid teha. Nüüd said kaitsepolitsei uurijad sidekaablit lähemalt vaadelda ja kinnitasid, et Eesti-Rootsi sidekaablil on kahjustusi, mille on põhjustanud inimtegevus,“ ütles Olev.
Eesti-Rootsi sidekaablile tekitatud kahjustuste asjaolusid selgitatakse samas kriminaalmenetluses, milles kontrollitakse Eesti-Soome sidekaabli kahjustuse asjaolusid. Uurijad töötavad veel erinevate uurimisversioonidega, mille kinnitamiseks või välistamiseks koguvad nad täiendavaid tõendeid. Peamise uurimisversiooni kohaselt on Eesti-Soome ja Eesti-Rootsi sidekaablite kahjustuste tekkimine seotud Hong Kongi lipu all sõitva laevaga Newnew Polar Bear.
„Kriminaalmenetluses kogutud andmetel kuulub laev Hiinasse registreeritud ettevõttele ja kuna laev ei asu Eesti vetes, ei saa Kaitsepolitseiamet laevaga ega selle pardal olnud inimestega seotud menetlustoiminguid ise teha. Seetõttu koostasime Hiinale õigusabitaotluse, et sealsed õiguskaitseasutused teeksid rahvusvahelise koostöö raames Eesti kriminaalmenetluse jaoks eelkõige laeva ning selle meeskonnaga seotud menetlustoiminguid ja aitaksid asjaolude selgitamisele kaasa,“ ütles riigiprokurör Triinu Olev.
Praegu ei ole teada, milliste riikidega edasise kriminaalmenetluse käigus veel koostööd teha tuleb. Soome vetes kahjustatud Venemaa sidekaabel Eesti kriminaalmenetlusega seotud ei ole ja uurimist ei mõjuta. Gaasitoru kahjustusega seotud kriminaalmenetlust viivad läbi Soome õiguskaitseasutused.

The Office of the Prosecutor General extended criminal proceedings to include the telecommunications cable between Estonia and Sweden
The Estonian Internal Security Service detected damage caused by human activity on the telecommunications cable between Estonia and Sweden. The circumstances are now investigated in the framework of the same criminal proceedings in which the damage to the telecom cable between Estonia and Finland is investigated. The Office of the Prosecutor General has also submitted a legal assistance request to the People’s Republic of China.
According to State Prosecutor Triinu Olev, it was now possible to further examine the telecom cable between Estonia and Sweden and damage caused by human activity was detected on the cable. „Traces of human activity were found on the seabed in the vicinity of the telecom cable between Estonia and Sweden, and the capacity of the cable was impaired for some time. As the operator restored cable capacity after the incident, there could not have been a cable break. We had to wait for weather conditions that would allow to conduct investigative operations on the sea to examine the cable more closely and determine whether it was damaged by human activity or had traces that may indicate to this. The investigators of the Estonian Internal Security Service were able to inspect the telecom cable more closely and confirmed that the damage to the telecom cable between Estonia and Sweden had been caused by human activity,“ said Olev.
The circumstances of the damage to the telecom cable between Estonia and Sweden are examined in the framework of the same criminal proceedings in which the circumstances of the damage to the telecom cable between Estonia and Finland are verified. Investigators are still working with different investigative versions, and are collecting additional evidence to prove or disprove these. According to the main investigative version, damage to the telecom cables between Estonia and Finland and Estonia and Sweden is connected to the vessel Newnew Polar Bear flying the flag of Hong Kong.
„Based on the information collected in the criminal proceedings, the vessel belongs to a company registered in China, and as the vessel is no longer located in Estonian waters, the Estonian Internal Security Service cannot conduct procedural operations with the vessel or the crew who were onboard by itself. Thus, we prepared a legal assistance request to China so that the local law enforcement authorities would perform the procedural operations, primarily those connected to the vessel and its crew, to facilitate the Estonian criminal proceedings and assist in the clarification of the circumstances in the framework of international cooperation,“ said State Prosecutor Triinu Olev.
The full list of countries with which it may be necessary to cooperate during further criminal proceedings is unknown at this time. Russia’s telecom cable that was damaged in Finnish waters is not connected to the criminal proceedings conducted in Estonia and does not have an impact on the investigation. The criminal proceedings related to the damaged gas pipeline are conducted by Finnish law enforcement authorities.
